The building was built for Hadji Yanaki Flory. His pre-design requirement was that it be the largest building in the city. The architectural design is believed to be the work of an Italian architect. It was first mentioned in 1867 in the newspaper "Macedonia". In 1878-1879, the Headquarters of the Russian Command was housed there. After its move, it temporarily housed the Girls' High School from 1888 to 1898, until it moved to the new building. Almost immediately afterwards, from 1900 to 1910, the building housed the Marine Engineering School, then the School for the Deaf and Dumb, and then the School for the Blind - until 1961, when the town council bought the house from his heirs.

The building is located on the street regulation, freely located in a yard. The main approach is from "Knyaz Al. Batenberg" street. The building is of massive construction, and the floors and roof are of wooden construction. The building consists of a semi-ground stone floor, two full floors and an attic floor. The plan scheme is a vestibule initially, and after the intervention - a corridor. Thus, there are five main and five service rooms on the floors, and seven main ones on the ground floor. The face of the building towards the courtyard is emphasized with a shallow risalite through the two floors, which highlights the large interior hall located in the center of the composition on the facade. A colonnade, raised on a high stone plinth, highlights the main entrance. The colonnade carries a balcony, with an openwork metal railing, for the salon above. As a finish to the risalite above the main cornice there is an attic superstructure with a composite finish. A grand curved staircase leads to the main entrance, located under the colonnade, and below it there is also an entrance to the semi-ground floor with two small arched windows on either side. The facade to the street at basement level has five arched windows with a keystone reaching to the mezzanine cornice. Vertically, the facade is divided into three fields. In the middle there is a rectangular window with a stone frame and ear decoration below the window cornice, and above the frame a triangular pediment. Similarly, with the exception of the pediment, the windows in the two end bays have been treated. Instead, they have a single cornice above the frame with a length equal to its width. Above the pediment, at the next level, there is an arched window. Next is the main cornice and attic. On the north-east facade there are three rectangular windows per floor framed by stone frames, as well as entrances to the semi-ground floor. All the facades are shaped with wide stone frames around the windows, topped with a cornice or a small pediment. The corners of the building are profiled with rusticated stone pilasters.

In 1967, a project for restoration and reconstruction was drawn up. A new stairwell was built in place of the old spiral wooden staircase and one room on the floor was adapted, probably for toilets. The living room is separated as a separate room by a corridor, which makes the floor plan corridor-like. Air conditioners are installed on the facades. They need to be reduced and relocated.

Scientifically and typologically, the site is valued for the fact that the original layout is recognizable, and the later interventions are documented and dated. Architecturally, the building is typically neo-Renaissance, with a simultaneously solemn and light air. "Prince Al. Battenberg". In addition, with its presence it supports the small ensemble of buildings built at the same time on Battenberg Street.

Historically, the building is connected with the development of the educational work of the city.
