The building was designed and built in two stages. The original project is by arch. Stefan Venedikt Popov (1889–1956). The construction of the first stage was completed in 1937. In its original form, the building had a high ground floor, two administrative floors and a high attic floor. Along Primorski Blvd., it had seven axes (up to and including the axis of the current main entrance). In 1953, according to the project of arch. Angelina Vankova (arch. Angelina Ivanova Vankova, born 1923), the attic floor was converted into a terrace, with normal height. Along "Primorski" Blvd., 14 more axes were added, with the total new height and a new wing along "Vardar" St., with a length of 25 m. The new construction is entirely in the style of the original architectural treatment. The extension of the horizontal volume along Primorski Blvd. makes the composition even more expressive and emphasizes the counterpoint of the corner tower. In 1980, the building underwent a major renovation, which affected only the interior and part.
The building has a high degree of authenticity and, despite later interventions, has completely preserved its original appearance.
Historically, the complex has a high value characteristic, as it witnessed the development of the Bulgarian commercial shipping and fishing fleet from their origin to now. The building has a special place in the architectural history of the city of Varna, as one of the first representatives of modern architecture in the city.
The plastic-artistic image radiates a strict formality, corresponding to the public function of the institution it represents.
In terms of urban planning, the complex is the main element of the station square. Together with the "House of Transport Workers" (now "Maritime Administration") located to the east, they form a convincing beginning of Primorski Blvd. Functionally, the building is as authentic as possible. That is why it has a significant economic potential and is successfully included in the administrative-investment system of the transport cluster in Varna.
The object is extremely popular on a regional, national and international level. From its creation until today, the BMF building has gradually become one of the symbols of the maritime transport business in the city.
