The building was built for Turkish Konak and is the oldest public building in Varna.Immediately after 1878, it housed the County Police Department. In this building on September 6, 1885, Prince Alexander I Battenberg read a manifesto for announcing the act of the Union of the Principality of Bulgaria with Eastern Rumelia.The building later functioned as the House of Political Enlightenment. In 1997 the building was renovated and reconstructed, after which to the present days houses the STATE ARCHIVE - Varna. On the first floor there are storage rooms, and on the second floor there are work premises, a reading room and a laboratory.
