In 1958 the first project, which won a competition several years earlier, was rejected and assigned to arch. L. Dalchev and Associate Professor P. Kutsarov. Also arch. Kamen Goranov and arch. Petzo Zlatev, and sculpture by Ivan Kovachev. The recumbent wreath was replaced with a 9-meter composition, the pedestal was decorated with 7 reliefs of Varna sculptures Hr. Boev, Veselin Nachev, Ivan Kovachev and the Sofia ones - Ivan Neshev, T. Dalchev, N. Terziev and P. Kutzarov.
It was officially opened on 7.11.1959.
